Referee Development Clinic
This Referee Development Clinic will address all three fencing disciplines (foil, epee and saber) and provide you with a broad understanding of the role, responsibilities, and duties of a referee, as well as refine your sense of rules of fencing including right of way and the application of penalties.
There is no age limit for this clinic. If you believe that you or the fencer will get something out of the clinic, we welcome you.
Instructor:
Matthew Cox is a Certified Referee Instructor from Oxford, NC, and holds an international license in both sabre and epee. Having specialized in sabre refereeing for more than 15 years, Matt has refereed at many Grand Prix and World Cup events, and has been a regular fixture at North American Cups. Matt has also served as a club owner and coach, which informed his collaborative approach to referee education.
Attending an official FOC-sanctioned clinic is a prerequisite for becoming a certified USA Fencing referee, along with successful completion of a written exam. Once a passing score (90%) has been achieved on the written exam (both the general section and one or more weapon-specific sections) a referee receives a rating of "P" in each weapon passed. Further ratings improvements (1-10) can be obtained at a later date by being evaluated in a practical setting at tournaments.
This seminar fulfills the official FOC seminar requirement; participants will be cleared to take both the written and practical referee exams and be observed for a rating.
The material will be delivered in what Matt calls a "lab environment". Participants will not only learn the rules and conventions of fencing, but also gain hands-on experience interpreting and discussing live-action demonstrations.
Discussion of the rules will be informed by Matt's experiences refereeing, coaching, and fencing at all levels of the sport. Not just for aspiring referees, this seminar will be helpful for athletes, coaches, and parents who want to learn the finer details of refereeing and how they impact the game.
Please bring a well-read rulebook and an open mind, ready to learn.
Written Exams:
The written test is now offered online and typically taken shortly following the clinic, though it may be taken in advance: http://fencingofficials.org/test/
To support the Capitol Divisions commitment to increasing the number of rated referees in the Division, the Division will reimburse any Capitol Division member's referee clinic fees and testing fees if they pass the written test and practical exam and successfully earn a referee rating. Travel and hotel expenses are not reimbursable, only the fees for the clinic and test. Verification of the rating earned and documentation of the testing fees should be sent to the Division Treasurer. In addition, the Capitol Division will reimburse the $35.00 membership upgrade fee for new referees (and those who have just turned age 18).

There will be an observation competition on Sunday, March 4, 2018 at DCFC for any participant who wishes to be evaluated for the practical examination – details available on AskFRED.
NOTE: the Clinic will be rescheduled if there are less than seven pre-registrations.
