The Regional Junior Cadet Circuit (RJCC) is sanctioned by USA Fencing. RJCCs are a group of events throughout the country for fencers in the junior and cadet age categories in all six weapons. They provide an opportunity for young athletes to experience elite competition, earn regional RJCC points, and prepare for future national events while limiting travel time and expenses for the fencers and families. This RJCC will provide a qualifying path for the 2016 July Challenge. Regional RJCC Points will be awarded to all fencers in the competitive field who reside in Region 3. The Athlete’s Handbook :(http://www.usfencing.org/athletehandbook) contains detailed information on qualifying pathways for the July Challenge and should be used as the appropriate reference document.
RJCC tournaments are open to current USFA competitive members eligible to fence in Open competitions and to foreign fencers with current FIE licenses; however, foreign fencers are not eligible to compete in Junior Olympic Fencing Championship events.

The RJCC point standings are calculated according to the following guidelines: In each RJCC category (Junior and Cadet) the size of the participant field is based on all athletes in the event, regardless of region. Regional RJCC Points are only earned in the fencers own region (for this event, regional points will be awarded to each competitor residing in Region 3 - your Region is assigned based on Division affiliation). RJCC uses this formula: ((# entries – place + 1) / # entries) x 100 points). The winner of each RJCC, regardless of size of field, will earn 100 points. Best 2 results from RJCCs within the athlete’s region count toward Regional point totals on a rolling point basis. These points may qualify Cadet and Junior fencers to the USA Fencing July Challenge.

Junior Qualification Path to July Challenge:
Be on the Junior NRPS (age out rankings after JOs, OR
Be on the Cadet NRPS (age out after JOs), OR
Be in the top 50% on your region's Junior Regional Circuit point standings, OR
Be in the Top 25% of the Y14 NRPS, OR
Foreign athletes who meet USA Fencing classification standard of A or B as defined in the Athlete Handbook.

Cadet Qualification Path to July Challenge:
Be on the Cadet NRPS (age out after JOs), OR
Top in the top 50% of Y14 NRPS, OR
Be in the top 50% of your region's Cadet Regional Circuit point standings, OR
Be in the Top 50% of your region's Junior Regional Circuit Points, OR
Foreign athletes who meet USA Fencing classification standard of A, B, or C as defined in the Athlete Handbook.

Entry is determined by 2015-16 USA Fencing birth year requirements and rating restrictions;
Junior events: Born 1997-2003, or on the National Cadet point standings
Cadet events: Born 2000-2003, or on the National Youth 14 point standings

Regional points will be awarded to the competitors from Region 3 ONLY! Points will count towards qualification to the July Challenge and to the 2017 Junior Olympics. They will not count towards 2016 Junior Olympics qualification. Athletes born in 2000 may compete in Cadet and 1997 may compete in Junior but will not earn points because they will age out after Junior Olympics 2016.
The Cadet event year requirement is 2000-2003 (specific to RJCCs held after regular entry fee deadline for Junior Olympics 2016 but before Junior Olympics 2016 occurs), or on Youth 14 NRP list.

RJCC points are considered seasonal. The USFA Athlete Handbook (http://www.usfencing.org/athletehandbook) contains detailed information on RJCC qualifying pathways and should be consulted as the appropriate reference document.

Results posted at the venue and on FRED are not official; results must be verified by the national office for final determination of qualification

EVENT SCHEDULE:
Please note that event times listed are the close of registration. Fencers are required to be checked in by this time. Fencing will typically begin shortly after registration closes. It is recommended to leave yourself ample time for travel, check-in, and equipment check prior to the close of registration of your events. Arriving at the venue at least 1 hour before the close of your registration is recommended.

Fencers must check-in each day by close of registration of their event that day.

TOURNAMENT ENTRY
VENUE will be open on Saturday and Sunday at 6:00 AM.

Fencing will commence shortly after close of check-in, so please give yourself plenty of time for equipment inspection and proper warm up.

Fencers are only permitted to fence in one event per day. Exceptions to this rule are at the discretion of the Bout Committee and Tournament Organizers. Fencers who are approved to fence in two events on the same day must report to the appropriate strip when called or they may be scratched from the event. We will try to accommodate you as best we can, but we will not delay events if a fencer is still fencing in another event.

Full USFA regulation uniform is required. Electric bib required in foil events.
Must have at least two working weapons, two head cords and two body cords.

TOURNAMENT SEEDING / FORMAT
The Bout Committee must use the current rating and points information found on the USFA website for seeding purposes. Please verify that your rating and points standing are correct with the USFA, and contact the National Office to resolve any discrepancies prior to the tournament. Seeding will be determined USFA Letter Ranking with year classification. Athletes of the same classification/year will be seeded randomly within their criteria. Initial Seeding will be posted here: http://live.njfencingalliance.com

Each event consists of two rounds (pools and direct elimination), Pools: One preliminary round of pools comprised of the standard 5-touch bout in 3 minutes. If the event exceeds 80 fencers, 80% then advance to direct elimination round. Direct Elimination Tableau shall be comprised according to the results of the preliminary pool round. DE bouts are 15 touch / 9-minute bouts. No fence-off for third place. Medals will be awarded to 8th place.

Fencers are responsible for ensuring accuracy of all posted information and must report errors to the bout committee immediately. Fencer signature on pool score sheets and DE bout slip implies accuracy. Any mistakes in posted information throughout the tournament must be reported to the Bout Committee immediately (within 5 minutes of posting). Once DE round starts, pool results are final and no adjustments will be made. Check all results before leaving the strip. Fencer signature on pool sheet and DE slip implies accuracy.
Photography and filming is allowed; NO flash photography is allowed near ongoing competitions.

Eligibility Information:
Fencers competing must be current competitive members of the US Fencing Association, registered with the USFA. To become a member or renew your membership, please visit http://www.teamusa.org/USA-Fencing/Membership.aspx Please note that all memberships expire on July 31st, so if you have not renewed since July 31st you are not a current member. One-day memberships are not valid for this tournament. If you do not have a membership at check-in, you will be required to sign up for one on the day of the tournament. Your USFA membership card will be checked during check-in, so please make sure you have it with you!

Uniform Requirements:
All USA Fencing uniform requirements apply. This includes the mandatory use of knickers, long socks, and underarm protectors. Names are NOT required to be on the uniform.

CONDUCTIVE FOIL BIBS ARE REQUIRED THIS SEASON. As of August 1st, 2012, all tournaments nationwide will be required to use the conductive foil bib.

The Armory Equipment Check will test the mask, lame (as appropriate), sabre cuffs, head cords, french grip epees and body cords. Items that have passed inspection will be specially marked, and directors will be checking for these marks prior to the start of fencing. Full Armory Equipment Check is required for all competitors, with no exceptions. Fencers only need to have their equipment passed once for the duration of the RJCC.

TOURNAMENT FEES
Please make your registrations early to avoid complications.
Registration fee ($30) waived for A-rated fencers. You must register and pay, refund will be made at check-in ONLY.

EVENT FEES
Regular entry period (until April 26th 11:59 PM): $30 registration fee plus $45 per event (registration fee is nonrefundable).

Walk-in Fee (After April 27th 11:59 PM) $90 registration fee plus $135 per event.

REFUND POLICY
Registration fee and any AskFred surcharges are non-refundable. 100% of the Event fee will be refunded if the Bout Committee is contacted with a refund request prior to April 17th. Submit refund requests to blairstar48@aol.com (please include your mailing address, weapon & event name).

If approved, refunds will be processed within 3 weeks after the tournament.

After April 17th, there will be no refund of the event fee. There will be NO exceptions.

WITHDRAWAL
Withdrawal during pools: If medical withdrawal occurs during pool round (fencer does not complete pool), then fencer has no results to report and cannot be used towards competitive field total to determine classification or qualification to championships.

Withdrawal during DE: If medical withdrawal occurs after completion of the pool or during DE round the fencer keeps place in table to determine results and may be used towards competitive field total to determine classification and/or qualification to championships.

A fencer receiving a black card (for failure to appear at strip or other penalty in accordance with the penalty chart) will be listed in the final results as “Fencer Excluded,” and results cannot be used toward competitive field total to determine classification and/or qualification to championships.

EQUIPMENT CHECK
For your added convenience, NJFA will be offering an equipment check at its facility located at 54 Burnett Ave, Maplewood, NJ 07040 on Wednesday, May 4th and Thursday, May 5th from 3:00 PM to 6:00 PM as well as prior to close of check-in for each event. Please arrive at the venue with ample time to check your equipment and warm up.
